Take the bolt out of the bottom of the bowl. Remove the main jet adjustment screw from the nut. About 1/8 inch up from the hex part, there should be a small hole. Make sure it is clear. About another 1/2 inch up, there is a very tiny hole. Make sure it is clear also. Use copper or brass wire to clear the holes if they're clogged. A bristle from a brass wire brush works well. Put it back together. Screw the jet screw in til it seats and back it out 1 1/4 turn.
If you have the carb off you may want to give it a good cleaning. Just be careful not to blow out the little seat that the float needle seats in, if you use compressed air.

Yes the H50 is a 5hp.

Another thing to check is the check valve in the idle circuit. They sometimes get stuck. With the bowl off and the float held so it doesn't rattle, tilt the carb upside down, then right side up. Hold any moving parts to make sure they don't move. You should be able to hear the little ball rising and falling.

ok cool i'll do that. i think i read something in another post about that ball rusting up sometimes rendering the carb junk as it can't be fixed cuz it's pressed in or something along those lines. i honestly know nothing of it's history and it was stored outside but with a plastic bag over the motor to keep off/ out the elements. we'll just have to wait and see.

You can still find replacement carbs for the h50-h60-h70 at iowamotorparts.com. I bought a new one for my h60 and it is a fully adjustable carb just like the original one and it was a factory replacement tecumseh carb not one of those junk EPA carbs that have no adjustments.
