If i buy a torque converter do i need a clutch? thanks

im looking to invest in a mini bike and im woundering are all the minibikes that i see manual or auto. i think they are auto cause i dont see the foot change gear pedal thing but im not sure why the minibikes need a clutch. Also if i buy the azusa minibike kit with 8 inch wheels will the 212cc...
