All right, here is the evidence and then You make the call.
Blow up the Pictures so it will make the verdict clear and easy.
Real Cat 250x JC Penny model with closed number plate area fork in Blue.;

Now, starting with the forks which are no where near set with the proper rake, they stand up wayy to straight. Probably due to old forks being snapped off and reset at wrong angle, welds are very "Farmer Weld" looking on fork bolt mount at frame.
Getting to the forks, look how the tubes mount to the triple trees, they do not go through a hole on the plates as all other Cat forks do.

Now go to the engine plate. Slots start way further back than other known Cat plates and the plate does not wrap around the frame tubes as they should.
Footpeg mounts, again totally wrong.
Rear Axle mount not even close to regular known mounts.
Seat Straps not mounted back far as normal.

Just saying what I see and That's all I see at this moment.
Feel free to correct and/or add to this description.

Shop class/ student project.
@pomfish pointed out the welds. They do look pretty rough and most were ground off before paint.
Not factory built, not welded by a production welder.
Tires look more like Chinese electric scooter than old mini bike.
Ride the heck out of it!
