I don't have a recipe for your specific outputs, but I can tell you a simple head gasket swap to a thin gx200 head gasket makes a nice difference for almost no effort.

Vent on the fuel tank plugged? Take the fuel cap off and check if it starts again.
Have you modified the air filter or exhaust in anyway? Rejeted the carb?

Its my understanding that the whole purpose of HiComp is to re-cooperate the compression lost do to a high duration/valve overlap cam.
So if your not planning on spinning, you won't need the cam or compression? Or my guess is not as high as your planning
I am very curious about swapping the carb, but there's a ton of guys running these engines in stock appearing making 15+ hp. I think I might just have it geared to tall especially with a 10in wheel/ tall tire.
