Anything Out there on These Things? Looking to Tinker with it for a while and then prob sell. Can i restore it without it decreasing value? Or should i just leave it in its original condition?

Hey guys, New Here.. Just stumbled apon a moto skeeter 650 and am having Trouble finding Info on it. Curious what the battery is for on it ?,and there is a pull switch under the key that i cant figure out what its for either? I picked it up at an Estate sale seems to be in realy good condotion...
