Well, after cleaning the carburetor we put everything back as it was and it cranked. Prior to this we weren't getting a spark on the plug. The carb jets were clogged and the sediment cup filthy. As far as the plug goes, we replaced it anyway for good measure before ever touching the carburetor...
We will try that first. We only removed the little sediment pan and checked there but didn't go any deeper in to the carb. I'll have to look up some videos on how-to.

I failed to get back sooner and let you know that I fixed this issue. The gray choke arm that wouldn't move is moving again! It turns out the choke arm has a pin that interlocks with another small piece and when the choke arm slides left to right, the other piece moves in conjunction with it...
Thank you, I will give that a shot. It's definitely difficult to get a really good look at. I don't see any obvious obstructions, but if its something tiny then it could easily be missed.
