on the frame itself? I usually weld a bead around holes like that grind back smooth and then use a step drill to get it back to size. just touching the the next size on the step to the hole gives the edge a nice smooth finish as well. Probably gotta break out the welder to hit the edges where the kickstand rests anyway they are usually beat to hell too...
