I believe that is an ARCO Cadet frame (look close at the sticker on the forks)

I had one a few years ago, a lot of crooked parts (seat bracket) and sketchy looking factory welds on it.

That's it ! I was thinking Arco but that brake/axle bracket threw me off . Pretty cool bike , but I bet that brake assembly would be near impossible to find

I don't know what happened to the one I had, I did some modifications; capping off the top of the rear upright tubes to keep water out, installed a better seat mount, etc. I did not have the folding pegs so I could not figure out why it had such short pegs. I just rested my foot on top of the front of the frame.
