Might be an H or HS50 Tecumseh (HS are smaller and preferable) . Yes it would be good.

I can't tell if it's an H or HS from the picture I was hoping someone could and save me a trip.

HS, either 40 or 50 (4 or 5 hp). all small and Medium frame H engines have the intake on the right and exhaust on the left only HS have the exhaust on the right and intake on the left (the muffler on that is a L shape that goes up and over to the left)

assuming it is a 5hp and it runs do you think 100 dollars is too high a price if a person just wants the engine for a minibike.
