can't get this briggs started. help?

hey guys / gals,

picked up a roller a few weeks ago with this engine on it. has good compression. i think it has spark. by that i mean i can't see one (didn't really try to see a spark in a dark area. it was sunny), but i did feel a shock while holding it.
won't start with starter fluid. even put some gas right on the plug. nothing.
i noticed a wire connected to the linkage that goes to the coil (?)
is there maybe a kill switch that I'm not aware of that won't allow it to start? thanks for any info / help!!!

Have you cleaned and put a new diaphragm in the carb?
If the kill switch was working you wouldn't have spark.
The little connector is where the kill switch attaches.

Needs a real good cleaning all around.
Replace your points or clean then.
While you are there, replace the coil.
Is the head gasket still good?
Just some basics.
Air, fuel, spark.

That wire looks like it's grounded. Pull it off and try. That will kill the spark if it's grounding against the engine.
