Yes, there is a spring that runs from the throttle arm to the governor arm. Once you've made sure the screw adjustment for the spring is backed out, you can shorten the spring on the straight portion of it by bending a "z-bend" with a pair of needlenose or insert a ziptie through the coiled portion of the spring, leaving it loose enough to let the spring expand, only not as much as before.
