Comet 30 series Torque Converter alignment

I recently purchased a minibike with a Comet 30 series torque converter. It doesn't look like it is installed right
the belt isn't straight between the pulleys. It looks like the Drive clutch is too close to the engine. It there a spacer that goes behind it?
Are the fixed sheaves of both clutches suppose to line up perfectly or is there an offset?
I searched for the answer but didn't find it.

I haven't had any time to look into this yet. I know it should only take a few seconds to pull the drive clutch off. I should be able to get in the garage this weekend and see what I need.
