Disc Brake on a Static Axle?

I need more stopping power out of my azusa and was wondering if you guys know of a setup involving a disc brake on a static axle (not a moving axle, the brake would have to be attached to the wheel) anything would be appreciated

Going to say a bad word here, but if you look at how the pocketbike brakes are set up, that's pretty much it. The disc is attached to the rim itself, the caliper is attached to the fork or on a floating brake bracket that slips over the rear axle and bolts to the frame. Main thing is getting a rim that has a disc on it.

I was thinking about doing this on a bike I'm building for my son and use a pb hyd caliper set up.....So far the only found discs I found with no holes have a center hub welded in.. I'm sure someone sells a blank disc that can be drilled to any bolt pattern...
