Other than it's 100% cool, I'm not certain either. Looks in decent shape. Not all hack welded. Original Carlisle tires?

Its a Manco Trailcat, its one of the later versions though, Manco was selling off the Fox corporation leftovers and using a lot of parts from the Fox line of bikes on theirs at that point. The footpeg setup is a tell for that.
