Got the modified steering tube removed and the extra reinforcement pipe cut off the front frame along with some paint removal with wire spindle.
The integrity of the remaining frame is certainly a big question mark at this point. I did not grind into the frame but there are rust holes on the inside edge. It also looks like the previous owner took a grinder to the inside of the frame tubes here as they are flat.
I think this part of the frame would have to be cut out and pieced back together.
I have seen others that have done frame extensions etc inserting a a sleeve piece based on the inside tube diameter and thought perhaps the same could be done on the neck area of the frame that should be replaced.
Forks will also have to be fabricated unless by some lucky chance I were to find such a part which based on my searches till date doesn't seem likely.
