HS40 hard to pull start

Hi,

Rebuilt this HS40 like I've done with several other HS40's (new rings, seals, gaskets, etc) but is very hard to pull start. It's a 1973 engine and is first engine I rebuilt with mechanical compression release cam and one of the lifters a little longer. So I thought this would make it easier to pull start but is harder? It was timed to spec with dial gauge (no kick back just very hard to pull). Once started it runs good. Is it possible to put the longer valve in wrong hole and would this cause it to be hard to pull? This is only thing that I wasn't sure about but if I remember correctly longer valve could only go in one hole? Plus valves seated and moved properly before putting cyl head on so think both vales in right place.
