HS50 working govenor does not work?

So this thing barley has any hours on it. But, the governor does not put an resistance on the governor arm and she'll scream up some RPMs like a Tecumseh ain't never screamed before. All the individual pieces and fly weights all work.

I'm wondering if the factory installed the internal governor arm at the wrong angle, to the point that when the fly weights push out, they barley touch the governor arm, cause the very tip of that arm and the surface of the fly weight plate doesn't have much wear at all, like hardly any thing.

It's good that you opened up your engine to rule out a broken flywheel gear or missing weights. I would venture to guess that Tecumseh wouldn't install the governor arm at the wrong angle. I feel this problem would be far more likely to be a case of maladjustment. There is no wear on the governor assembly pieces which would be normal for a engine which you have stated doesn't have many hours on it. Wear would be indicative of a problem.

The governor arm is adjusted externally. Set the governor shaft so its touching the internal governor spool. Then while holding the governor shaft, push the governor arm so the engine is running full throttle and then tighten up the screw. Do this with the engine not running of course.
