Steel 2 piece 4" "mousehole" wheels, these were both fronts so I only have the short bolts. Solid set, typical pitting here and there, but no rot through. been media blasted and hit with a light coat of etch primer. Lil indian and Ruttman mainly used these They are a 1960's era wheel with the centercut "mousehole" for the valve stem. Some other bikes and karts used them as well in that same time period.
