Welcome to the governor, that's the almost pulse like feeling you are getting when running wide open

Kind of sucks that it pulls strong then falls on it's face huh?

A governer that pulses or hunts is running in an unstable region. Have you ever heard motor boat noises in an amp for a stero or guitar? This is exactly the same things only happening in electronics. Feedback is causing things to overhsoot and undershoot making wierd noises you don't want.

Its trying to run at a set speed but gets the wrong amount of feed back and overshoots the rpm you ware trying for then undershoots and oscilates between too fast and too slow.

There are a couple of way to solve this.
Move the spring closer to the shaft on the arm to decrease sensitivity.
This will make the governer a little less responsive and will likly reduce your top speed a little.

Change to a different spring that is both a bit heavier and has fewer coils.

Add a second much softer spring. This changes the spring rate like above...

Adding the second spring works 90% of the time.
Just adding a secodn tiny spring like thone used on the other end of the carblinkage can also raise your top rpm to between 4500 and 5000 rpm and that is exactly where you wan the upper limits.
