Can you build a mini bike out of square tubing mild steel? I know it’s probably not ideal, but say for a budget build? If so what size tubing do you think is the best for this? Size and wall-thickness?
Are you going to bend it or will it be all welded?

you absolutely can make a square tube minibike.
round tube is much stronger, so for square you would need to go with a thicker wall in square which would be significantly heavier.
