minibike, 1971 el burro sand and sno bike

i got this el burro minibike for free someone was canning it, i want to just put a new engine on it don't really want to mess with the original briggs and stratton 8hp.

on the shaft there is what looks to be a centrifugal clutch but the part i don't understand is it looks like the outside edge of the clutch is being used for a brake. is that something i should change, leave it alone? i don't know , this is my first minibike but i have built go carts and quads in the past. pictures pinned below,

Hey @HNDBH welcome to the Oldminibikes.com forum...what a great find.

The band on the clutch is called a band brake. Good stopping power.

I would suggest getting the Briggs running, as that appears to be original equipment...down to the brake setup.

currently just threw a duromax 7hp in that i had from previous projects, im going to get the Stratton running. currently has no spark, going to replace the magneto. I'm flooded with school currently so it will probably be a couple months till i get the Stratton running.
