Need help IDing this frame

#1

Trying to identify this frame. It was sold to me as a 68 Rupp c250. Pretty sure it’s not. All my research says it’s possibly a 70-71 Gilson/Montgomery ward but I’m struggling to find identical foot peg, mounting plate and rear wheel mounting. As far as I can tell, this frame was not designed to house a scrub brake or the scrub brake anchor bracket was removed, and the frame has no weld on options for anchoring a band brake. Appears that original color was metallic forest green. Front fender appears to have best evidence of color. Frame has faded green over black paint. Has serial number 89599 on top plate near the neck of the frame. Forks have internal spring suspension. Frame is rigid. Slots for rear wheels loom to have been welded closed with washers to keep wheels in a fixed position.

Not sure the frame and forks came together. Forks look like Trailhorse so does the front wheel. Fender looks like or similar to an early fox campus.

Front wheel is Azusa tri star 6”. Rear wheel is Azusa but solid split rim also 6”. Unsure if it’s a frankenbike or kit bike.

I was going to get that bike, I noticed that it had extra welds on it so I past. Wasn’t sure if it was really a Rupp. Still a good looking bike.

It probably is a late 60s Rupp. Rear wheel tabs look right(minus the welded washer).
And it has the tank mounts on the frame.
But I still think the front end is Trailhorse.

Yeah, it was clear that there was a crack in the frame and this was someone’s attempt at a repair. Definitely not original. I’m going to grind that down and properly weld it.

A 68 C250 is the closest thing matching this frame from what I could gather. However, the only discrepancy is the serial number etched in at the top of the plate by the neck, which apparently did not happen in 68.
