Roper brake assembly question

Not sure if this is the correct area to post this question.I see there is a section for US vintage but I'm not really sure if a Roper is considered US vintage. Any how I'm wanting to know if the entire scrub brake unit is supposed to come off my Roper. Seems to be welded. I'll post a couple pics of what I'm looking at.

They are welded in units on everything I have seen. looks like you have a removable shoe which is cool.

Thanks for your reply, it will go with the rest of the frame for sandblasting. The brake shoe was on it when I purchased it, figured that was a common modification for a mini bike to replace the aluminum piece when it was worn out.
