Cheezy got it. Here is a catalog page showing the bike. The one Harleys Papa showed is a later Sears Roper with the fork plate and tank mounted on the top bar.

No front plate so i'm guessing it did not have the frame mounted tank.
Those tanks are probably hard to find.

The answer is Bird Manufacturing, they made the frame for Sears.
