Wheel bearing question

Hey guys. The wheels that came on a sears runabout I aquired recently have some wheel bearings I've never seen before.

They look like standard 1 3/8 bearings you see on everything. What makes these strange though is the inner tube that rotates is one solid tube between the bearings. Its not a spacer. The bearings are effectively connected together.

Does anyone have experience with getting these apart?

The inner axle can be smooth or threaded as in my bikes case. The steel tube transfers the weight of the rear of the bike to the two bearings right at the mounting bolt/s at the frame mounting. This makes for a very strong axle and puts little strain on the bearings themselves.
The outer tube should have a step on the inside keeping the bearings from moving inward.
The inner axle sticks out about 1/4" total to allow the outer axle to spin freely when tightened down in the bikes frame.
