24mm Carb for 2.8 Doodle

that's not a 24mm carb and they don't have a 19mm one stock. i think the stock carb on a 6.5 clone is either 17mm or 19mm. modded clones with small cams do fine with a 22mm Mikuni (i was around 12hp and running one). i'd be surprised if a stock 2.8 would run at all with a real 24mm carb on it.

they've got to be measuring it incorrectly.

The stock carb is a 16mm. It is the equivelent of a 22mm on a 200cc motor. If you put a header on a ungoverned 97cc motor it will wind up to 5400rpms-the carb size is big enough for the rest of the system -a bigger carb will be disfuntional unless you hog and run a long cam. Before I put a header on my 97cc it was running at 5100 rpms and all the extra carb in the world did nothing-put on a exhaust header and when I pushed the stock carb open while at 5100 rpms it pulled ahead real good (for a little motor that was in over run rpms). 16mm is plenty with stock valves and cam.
