3hp briggs with updraft carb throttle linkage

Finally finish assembled my latest bike today. The throttle linkage took some figuring out. It's a 1969 3hp copper briggs with the updraft carb. Not missing any parts for the governor. I set it up so that the square rod gets pulled down by the twist throttle' s cable. That looks like it should work, and does with the engine off. When I start the engine it seems like the governor overpowers it. I twist the throttle which pulls the square rod down, but the governor won't let the butterfly turn. I can turn the butterfly with my finger to rev the engine, just not with the twist throttle or by pushing the square rod down. What do I do?

If I replace the spring next to the cable connection with a rod it should make it work, but would I loose the governor, which I don't want to do if possible.
