If you don't change the gearing, then yes. You have two practical options for increasing top speed: increase the clutch sprocket size and/or decrease the rear sprocket size. If the 9hp doesn't have the same output shaft size as your current engine, you'll have to get another clutch anyway.
Keep in mind that gearing the bike too "tall"(for more speed) will make the clutch slip a lot more and could cause it to overheat/burn up.
