The carb is missing the idle air mixture screw so as it sits, probably not. But it has great compression and spark. No gear reduction, the cover you see with the four bolts is a governor housing, and the shaft size is 3/4. The housing could be removed exposing more length on the output shaft, although I think it has a slightly larger step to it. That is not a hole you see, its just been shallow drilled for what I'm assuming was a set screw.
