briggs mower build

I'm going to build a riding mower for Grandson to bang around the fields but the engine won't start. If I take the plug out it spins freely with plenty of fire, but when the plug is it will barely turn over, not fast enough to crank. It's a 12 horse briggs, model281707. Does it have a compression release that may be stuck or a starter that may be dragging??

sounds like it could be the starter or just a weak battery or bad connections. Try jumping jumper cables directly to the starter terminal. If its been sitting a long time its always a good idea to pull off the shroud and head to check things out and clean it up.

All is clean. jumping from new battery directly to starter. As stated earlier, spins freely without spark plug but with plug in will not turn over fast enough to start.

Your starter motor may have seen better days. As they age, no matter how much juice you put to it, the stator and windings don't have enough oomph to overcome the static load of an engine under compression. You might want to take the starter off and head to a small engine shop and have it tested. They will tell you whether it's good or not--better to test as electrical parts are never returnable. They might even have a dead engine running around with a good starter that they'll cut loose for cheap.
