Clutch on jack shaft???

I started a thread elsewhere but think it might be more appropriate here. I'm new to mini bikes and picked up project.
I have a generac 216cc. It came with a pulley on the output shaft. The output shaft is threaded. That pulley would turn a belt on a jack-shaft. The jack-shaft is 3/4" with a key-way and had no pulley or gear on it.

Could a clutch with a pulley go on the jack-shaft? Or should a clutch be mounted on the output shaft of the engine?

I'm excited seeing all the enthusiasm here for these neat little bikes and am looking forward to rebuilding this project. I have posted some pics on my profile.

Yes a clutch on the jackshaft will work , you will need the same size pulley on both for a 1 to 1 ratio

I don't know. The front end is home made. I'm gonna ditch that cause I dont like the look and it was just too dangerous.
