Need stump removal / ID

I am stumped and having a hard time Identifying this MiniBike. Need ID on the green/black.

They were made in Cali, not that old. Not sure the shops name but on here when they would come up for sale they were calling them Joe's frame (most of them on here were they drag version bars) Looks like it was the short frame version.

Thanks... Someone on Facebook too called it a joe mini bike.
I can't really find too much on it.
