I'm reading less, actually. Maybe it's particular to Ramrod, but these old sleeves have wall thickness of around 0.057 or less. And it makes sense, because the strut is 0.875, and the upper tree tube is 1.020. A sleeve that's a full 1/16" would be too snug and leave no room for lubricant.

Using your measurements and a new nylon strut bushing of .064" x 2, that leaves .0017 for a film of lubricate.
Whether that is enough or not for adequate lubrication can be debated ad nauseam , that is what it measures out to be with a reproduction or NOS strut bushing.

Polish lower pieces and brush or hone the uppers. As long as everything is smooth, those clearances should be good.

A hack saw a 1/4 diameter aluminum or brass rod lenth dependant on depth . And a die grinder and some 60 grit paper. Cheap long reach flapper wheel to clean and polish the inside of the tubing . Slice one end of the rod tear paper in a strip fold in half place in slot and polish away.
