Problems brake actuator cam 1969 Rupp Roadster

Please excuse me if I am covering old ground here, I am a newbie. I have searched the site but I did not see this question addressed.
I have am working on my old 69 Rupp Roadster trying to get it working for my son. I had most of the original parts save for the fuel tank and the h50. My current problem revolves around the brake actuator cam on both the front and rear brakes. The cam appears to be seized in the backing plate. I have had this happen with other parts and the solution has been penetrating oil for a few days then an impact wrench. Here is my dilemma, the actuator cam has a square end on the outside of the backing plate. It is a perfect fit for a 7/16 socket, but the socket can only get about a 1/8 inch bite. For all the obvious reasons, I don't want to round the actuator cam. I have tried heating and working the cam while it clamped in a vise. Any suggestions before I try the impact wrench on this cam? BTW it is a Harbor Freight 1/2 corded electric impact wrench.
Any info is appreciated.
