tav adjusting

I bought a Bird Romper a week or so ago. It starts greatand runs great.

The problem is the TAV. I'm not sure what is causing it but by the time the clutch engages the motor is at full rev. The bike just pops wheelies and dumps you of the back.

Is there a way to adjust it? Can a worn belt cause that?

I did clean it. Turns out, it was just dirty (and probably needed a new belt). I ended up trading it out this morning on a mini bike, so it's all good. After cleaning it, it ran well enough that he was willing to do a straight trade
