Yeah, you have to make sure the throttle moves the butterfly open, and then it springs back on its own. It can be a pain to get it right, at least for me. There are some threads on how it should be hooked up that include pictures.
Also be sure to check that your linkage isn't binding. Ive had this happen before on new carbs. Also sometimes the holes in the throttle plate are a little tight and I've taken a slightly larger drill bit and just reamed it a little.
