What is it called?

I don't want to flatten the ends of my frame tubes. I want to press and weld a plug into the pipe and put a bolt through the thing I just put in there.
What am I looking for?
Example: bottom end of a fork.

It isn't a clevis, not a heim joint, although they are tempting. This is a mini bike, not a top fueler....

I would call it a Plug. Is the bolt going into the end of the plug or are you drilling through the tubing and the plug?

I want to weld the plug into the end of round tube. I want a hole in the plug, perpendicular (90 degrees) to the tube.
I can't seem to guess the correct name.
Not plastic, but something like this.

Eyelet end or pipe end eyelet but I haven’t found any that are reasonably priced for your application.
