What is it? Can a large roll of Ape Tape fix it?

small frame bird, steel brake shoe puts it later made most likley. If it has open forks (no plate) and maybe a little tab on bottom tree plate for the ID tag to rivet to its probably a 1980's model like the Falcon. The seat has that sort of shape to it, they were foam molded seats at that time. Mine was a 1983/84:
