Governor Question

Ok, Im having trouble understanding my governor on my Gx160. I want to leave the governor in but my throttle hookup isnt attached to the governor arm any more. So does this mean the governor wouldnt work? So lets say it is working, would it be ok to just leave the governor arm where it is, under the gas tank?

If its not hooked to the governer then the governer isnt attatched.

.....so if its not hooked to the governor arm its not working? Dang-it, hey I need a throttle hook up that'll work with the governor.
