I talked to the former owner of the frame . He and his friends were prototype engineers and built that frame from scratch . They had a full shop at his house . They also had it powder coated and finished . Its just a bike that never got finished . Mystery solved ... Thank all of you for trying...
I'm not so sure that is correct. The ruttman foot pegs are different and so it the little mount in front of the rear wheel.
Can you point me to a year and model that is similar ?

I bought another batch of bike parts not knowing what it is . Was on a high shelf at an estate sale . Had to ladder it down .

The bike cleaned up nicely . New cables , rear tube , rear wheel serviced , brakes working , new gas tank , petcock , fuel line , and oil change,
I should get it running soon .
Once I get it running , i will see how far to go with restoration .

With all wires removed the points were infinite with open . I started with 14K ohms closed . With filing I got them down to 61 ohms . I wonder if the mounting screw is rusted underneath .
I will remove them and clean them . if I can't get them to zero , replacement time ,along with a condenser...
