So I need to turn the clutch around on a Briggs but don't know what I need to remove the clutch. Is there a specific puller I can use or will a pulley removal tool from the auto parts store work?
You likely have a small burr or two, and/or some debris that is causing the interference. Often times, set screws deform the material and cause a slightly raised condition. I would flood it with penetrating oil and keep moving it. Try rotating the crankshaft 180 degrees and add more penetrating oil. Prop the engine up on the recoil side a bit so any suspended material will run out. Just what we do. You might eventually see any raised burrs on the end of the crankshaft, they get polished, a stroke or two with a fine mill file usually does the trick
