Axle/shaft help?

I'm looking for some advice to see if anyone can see if anything can be done? I get around in a mobility scooter. Not anything new. Electrics and motor still good so I continue to use it. Past couple months the shaft that the wheel is on just became loose/wobbly. Had someone try tightening the collars but not much help.
Could the shaft axle just snapped? Does it look like maybe if I loosen the collars I can push it on somehow? Not sure if its one piece shaft from the diff or not?

I don't know enough about the scooter to say either way, but if it is a differential, it should have 2 axles.
