Take out all of the bolts. Remove anything from the PTO (crankshaft).
Use a plastic hammer or a small board and a hammer to tap on the "ears" that hang out where the oil fill is on each side. There is a small metal dowel on each side. They look like bolt holes, but you did not have a bolt in them. Those are where it gets stuck. I hope that made sense.
Once it cracks loose, use a screwdriver to pry between the case and the side cover, carefully working your way around .

Yes, bolts are all out but side cover isn’t moving.

That is not too bad at all. Be patient and let the oil soften the rust. You might only need rings. Cross your fingers.

I’m still working on tearing it apart, but I don’t think that oil did much and I wasn’t the one who put it there.

In your picture, the cylinder does not look all crusted with rust. That is a good sign. The oil did not drain down through the ring gap because the rings are rusted to the cylinder. Soaking the piston upside down will free up the bottom rings.

Rings are rusted to the cylinder, crank and rod are fine.
I would bet $20 on that. Rod would not seize to the crank, it would just let go and blow a hole in the block.
While I respect all of your great minds, this time, I don't think we all need to be wrong.

I should have took that bet.

Dump all of that out, flip it and fill the cylinder with oil. See if you can wiggle the cam out.

Man that thing is rough. You're going to be starting from scratch I believe. Hopefully you can save the block.

It's too early to say. That might be an aftermarket rod, too.

I think the rod is aftermarket and is fine, considering it’s billet. I can’t get the cam out yet. It doesn’t want to wiggle either.

there is a little breather cover on the side, next to the cam. Two bolts....you can remove that and try to remove the valve springs and valves.
Spray oil on everything in there. If it is dry and rusty, make it shiny with oil. It looks like your valves are both closed. That is a plus.

Definitely looks like it was submerged.

Looks like the crank is all set to rise for the combustion stroke tho, so rings will be stuck low in the bore.

I'd soak it all in a bucket first.
