Is it normal for the clutch bell to contact only 1/3 of the shoes?

What makes you think only 1/3 is making contact? What you may be seeing is the slip area. After full engagement most of the shoe area should make near full contact to the clutch drum.

Inside the bell, the outside 1/3 shows contact.
the shoes also are shiny on the outside 1/3 area .

It seems to work like it should, I only have 6 or 7 miles on it.
I tore it down to clean and inspect bushing.
I'm sure it will seat in properly .

"It will lock against the drum and no longer be in a slip mode" He is not specific about how much of the shoe contacts the drum or not when locked. Locked meaning full engagement.

What stops the shoes from full contact with the drum at 3600 RPM? Certainly not a standard garter spring. There's nothing else there to stop the shoes from flattening out against the drum. This is full (locked) engagement.
