I imagine you would need to modify the frame quite a bit. If you're a skilled fabricator / welder, you should be able to do it. That appears to be in decent shape except for the fork tubes, they're shot.
A Lifan 250cc v-twin would give you around 16-18 HP, a multi-plate wet clutch and 5-speed transmission. It's basically the same engine used in the Yamaha Virago / V Star 250 and Voger / Naja.
