Yes. It's a Rupp. The rear down tubes appear to have been modified. I don't think I have seen any like that before. But, there are some serious Rupp experts here, that may correct me.
Trying to make room for an OHV engine maybe? Not that bad of a job to return to stock if you have the skills and it's dirt cheap. At least the hack was on straight tube.
