The remains of the frame kinda looks like a 1970 only Rupp frame but there were a couple of Copy bikes though out there. Its been severly hacked and modded if it is. The wheels are not Rupp used, they are the taiwan made 10 wheels like you seen scat cat bikes etc.. The forks are also the Taiwan ones.
Usually the bikes that used those wheels and forks had a pretty distinctive frame and swingarm compared to the rupp so I think its someones failed attempt at a build
