what is this carb rubber gasket for?

this was in a tech carb kit i just bought. i cant for the life of me figure out where it is supposed to go. is it for the carb bowl drain thing? i had two rubber grommets. this one and the o-ring for the side needle. this one goes where?

yes it looks like its for the carb drain bowl mechanism
because I sure havent seen anything like that other then on the bowl drain for the tech carbs
