What's going on with 5 hp?

This 5 hp briggs is on a leaf blower, so basically it is the same as found on many minibikes. My engine seems like it is seizing. That is, last fall, it wouldn't crank and the impeller wouldn't move. Once in a while the impeller would lock up but if I forced it, I could free it up again. It's been sitting all winter and now suddenly, I was able to move the impeller again? Something is locking up? Any ideas?

Does the impeller run right off the crank or is there a belt or some thing driving it?

sounds like something jamming up the impeller not the engine itself. probrobly just sticks or rust on the inside of the blower
