1:25 scale minibike models - cardboard ruler cost extra

He had to use a store bought ruler to make the cardboard ruler...why didn't he just use the store bought ruler in the picture?
I asked the guy at Home Depot one time why they didn't print a ruler on the back of the paint stirrer sticks as a courtesy to the customers...would be handy to have.
He said people would steal them all and nobody would buy the rulers they sell....:shrug:
